Made by Kibri, this little guy is tucked under the plate girder bridges.

Kibri's switch tower has two flavors—yes, two kits, one stock number. I suspect they decided to change the kit rather than keep producing two. Or, perhaps the tooling failed, who knows. All I know is I prefer the older version (below left), which is quite hard to find. The phone/relay shed accompanied the older tower kit.
